The Punjab Cabinet, led by Chief Minister Bhagwant Mann, has approved sweeping reforms to the state’s industrial land use policy – an initiative designed to accelerate investment, simplify procedures, and generate revenue.
🌐 Key Policy Changes
Flexible Land Use Conversion
Industrial plots measuring between 1,000 and 4,000 sq yards can now be repurposed for hospitals, hotels, banquet halls, offices, rental housing, or workers’ accommodations, based on location and adjacent road width.
Large-Scale Industrial Parks
Plots up to 40,000 sq yards may be transformed into freehold industrial parks, with designated zones:
-
60% industrial
-
30% residential
-
10% commercial
🔄 Leasehold-to-Freehold Shift
Industrial properties leased through PSIEC can now be converted to freehold, eliminating lease restrictions and easing transactions. This reform is anticipated to raise nearly ₹1,000 crore through conversion charges.
🛠 Ease-of-Doing-Business Drivers
-
Simplified Change of Land Use (CLU) procedures with a fixed fee of 12.5% of the reserve price.
-
Modifications to the MSE Facilitation Council Rules, enabling faster recovery of overdue MSME dues by linking them to land revenue recovery.
📉 Administrative Streamlining
State-level reforms aim to cut costs and improve efficiency:
-
Merging several finance directorates to save approximately ₹2.6 crore annually.
-
Expanding upward mobility and recognition with amended promotion quotas in water resources roles.
💼 Impact & Expectations
-
Developers & SMEs stand to gain from easier land conversion and reduced legal complexities.
-
The freehold model enhances property marketability and liquidity.
-
Revenue from fees and conversions will bolster state finances, supporting future development.
In Summary
Punjab’s updated industrial land policy marks a strategic shift – balancing flexibility, investment facilitation, and fiscal prudence. By addressing longstanding demands from industry and MSMEs, the state is positioning itself for accelerated growth and improved business sentiment.
